No, it keeps the picture exactly as decoded. It avoids any further loss from here on.
Why is my PNG so big?
Lossless compression stores camera noise exactly. Use JPG or WebP for photos you only need to share.
Can I get a transparent background?
Only if the source already has one. Changing the format does not remove backgrounds.
